HOW DOES SCHOOL CHOICE WORK?

School Choice is governed by Massachusetts General Law, Chapter 76, and Section 12B. This legislation allows pupils to attend public schools outside of the district they reside in.  The local School Committee chooses whether or not to accept choice students from neighboring towns and can designate a maximum number of available school choice seats per grade each year. If there are more applicants than available openings, the selection of students must be conducted on a random basis, and must be free from discrimination on the basis of race, color, religious creed, national origin, sex age, sexual orientation, ancestry, athletic performance, physical handicap, special need or academic proficiency.

The District in which a school choice student resides in is charged tuition based upon 75% of the school’s per pupil cost, capped at $5,000 except for special education.  The Department of Education calculates School Choice tuition.  There is no expense to the parents.

Is there a limit to the number of students who can be enrolled under School Choice?

Yes.  In February or March of each year, the Superintendent recommends to the School Committee, based on current and projected class enrollment sizes, a preliminary number of new students who could be admitted for the following school year under School Choice.  The School Committee acts upon the recommendation of the Superintendent, voting on a designated number of School Choice ‘slots’ that can be filled.  Each grade’s slots are voted on individually based on enrollment.

How do we enroll our students in School Choice?

Once the School Committee makes a determination as to the number of admissions the specific grades can accept, if any, a public announcement is placed in the local newspapers.  A parent can then apply to the Superintendent requesting their child participate in the Choice program.

Can we sign up for School Choice at any time throughout the year?

No.  There are two rounds of admission; the first is conducted in the month of May; and the second is conducted between the first and the fifteenth of July.  Unless otherwise closed by the Committee, School Choice vacancies will remain open and children will be admitted throughout the summer.  Unless otherwise by the Committee, all School Choice slots that are still vacant as of the first day of school will be closed for the remainder of the school year.

Once we send in our letter is our child automatically enrolled as School Choice?

No. You will be notified by the Superintendent’s office with the decision.  If the number of applications exceeds the number of openings, admission shall be determined by lottery with all applications received by April 30 being placed in the pool for the first round of admission.  If additional slots remain to be filled after May 15, the same process shall be conducted between the first and fifteenth of July.  Any remaining open slots after the second round of admission will be filled on a first come first served basis until the school year begins.
